Why is it so web-two-y to advertise that your tool is only in beta?

Startup: Yeah, our new social networking site is only in alpha.
VC: What does that mean?
Startup: All we have is a diagram on a cocktail napkin.
VC: Here's three million bucks.

Yeah, the thing is, all these logos----Google will look at this page and go, "hmmmm...this looks good...that looks good..." ---sorta like a beta buffet.

Is it the same as for German companies? When they don't spend their yearly budget their next year's budget will be decreased, so everyone makes sure the budget plans are met... even when that means having to buy useless things :)
