People in Sudan cannot download Google Earth to see the new layers that were added. Its not the Sudanese gov't that blocked the downlaods, Its actually the United States request.
Quote from Google spokesperson Megan Quinn:
"In accordance with US export controls and economic sanctions regulations, we are unable to permit the download of Google Earth in Sudan."
