when you search in google for <!-- commet tag it displays nothing

Your right, it doesn't work in the main Google Web search. But it does work in Google Code search.

http://www.google.com/codesearch?q=%3C%21--&hl=en&btnG=Search+Code

it does the same if you search for "<", "!", or "-" separately. The same for "?" or "="
