While it is not the previously mentioned open source project to create a Blogoscoped-like forum, there is open source forum software that is pretty similar in functionality to the Blogoscoped forum. It is called Fofou:

It is written in Python for Google App Engine. It does not have an integrated blog component, though that would be pretty cool and probably not too hard to make.
