I do not want to advertise myself too much but I can recommend someone I guess. Depends a little on location and the "size" of the contract. Also white hat SEO is a broad term:

There are renown companies and SEOs like SEOMoz and Aaron Wall who still recommend text link ads (that Matt Cutts does not consider white hat).
