It appears to be a compromise between automatically filtering content (because there are no easy automated solutions for this) and Google's current "wait for a lawsuit/bribe the media companies" policy.

I hope this tool will be extended to "regular" Youtube Creator and Director Accounts.

Speculation: I suppose the Google Accounts of rights holders will be extended with a tool that highlights potentially infringing videos. The IP lawyers will then be able to review them and report to Google any actual violations. I still see this being abused.

I pondered to post on it but I just didn't find enough specifics in the announcement, and had more questions than answers before, so I figured maybe wait for the launch and then review the details...
