I guess it's working only for US ips cause simply haloween is an american tradition, so it doesn't make any sense to people from outside US.

I recall we've seen a few hijinks like this before – sounds like Google needs to add some back-end processes/checks for geo-location'ability (new word!) so that any content/links/etc. added to "global" pages is checked to make sure it doesn't have any geo-location restrictions. If so, flag it with those same restrictions on the main page.
